Pakistan Launches ‘One Patient, One ID’ Initiative: CNIC to Serve as Medical Record Number

In a significant move towards healthcare digitalization, Pakistan’s Ministry of National Health Services, in collaboration with the National Database and Registration Authority (NADRA), has initiated the ‘One Patient, One ID’ project. This initiative designates the Computerised National Identity Card (CNIC) number as the unique Medical Record (MR) number for every citizen, aiming to centralize and streamline patient health records across the nation.​

Streamlining Healthcare with Unified Records

Federal Health Minister Dr. Mustafa Kamal emphasized the absence of a centralized system to track patients’ medical histories in Pakistan. By integrating the CNIC as the MR number, the government seeks to establish a unified system that facilitates seamless access to patient records nationwide. This integration is expected to enhance treatment accuracy, reduce redundant medical tests, and improve overall healthcare delivery, especially for patients relocating between cities or provinces.​

NADRA’s Role in Digital Health Transformation

NADRA, recognized as Pakistan’s most extensive data repository, will play a pivotal role in developing this centralized health database. The collaboration aims to ensure that healthcare providers can access patient records from any part of the country, thereby improving diagnostic accuracy and continuity of care.​

Expanding Access Through Telemedicine

Addressing the challenges posed by population growth and the strain on urban healthcare facilities, Dr. Kamal highlighted plans to expand healthcare access via digital platforms. The initiative includes bringing doctors and medicines to patients’ doorsteps through telemedicine, aiming to alleviate pressure on major hospitals and promote the utilization of local health units.
