Punjab Chief Minister Maryam Nawaz Sharif has launched a comprehensive roadmap to revolutionize higher education across the province, aiming to align academic institutions with global standards and foster innovation, accountability, and accessibility.
Global Partnerships and Model Institutions
In a landmark move, prestigious universities from the UK, South Korea, and Kazakhstan—including the University of London, Brunel University, and University of Leicester—have expressed interest in establishing campuses in Punjab. CM Maryam approved the transformation of GC University, Government College for Women University, and UET into model institutions to set benchmarks for excellence.
KPI-Based Performance System
To ensure transparency and drive results, a Key Performance Indicators (KPI) system will be implemented across public universities. Vice Chancellors and faculty will be evaluated on teaching quality, research output, and institutional governance.
Education Vigilance Squad
A dedicated Education Vigilance Squad will conduct surprise inspections in colleges and universities, monitoring attendance, cleanliness, teaching standards, and discipline. Reports will be submitted directly to the Education Minister for swift action.
College Management Councils and Rankings
The government has approved the creation of College Management Councils to enhance local governance. A color-coded university ranking system—green, blue, yellow, and gray—will be introduced to assess academic performance and promote transparency.
Digital Transformation and Strategic Planning
The reforms include a push for digital modernization of campuses, improved research facilities, and global connectivity. The Higher Education Strategic Plan 2025–2029 will guide these efforts, focusing on institutional autonomy and human resource development.
Scholarships and Student Empowerment
The CM Punjab Honhar Scholarship and Laptop Scheme has received over 19,000 applications nationwide. The initiative aims to empower talented students and bridge the digital divide in education.
First-Ever Higher Education Conference
CM Maryam Nawaz has given in-principle approval for Punjab’s first Higher Education Conference, bringing together academia, policymakers, and international stakeholders to shape the future of education in the province.
